The NAIP acquires digital ortho imagery during the agricultural growing seasons in the continental U.S.. A primary goal of the NAIP program is to enable availability of ortho imagery within one year of acquisition. The NAIP provides two main products: 1 meter ground sample distance (GSD) ortho imagery rectified to a horizontal accuracy within +/- 5 meters of reference digital ortho quarter quads (DOQQ's) from the National Digital Ortho Program (NDOP) or from the National Agriculture Imagery Program (NAIP); 1 meter GSD ortho imagery rectified within +/- 6 meters to true ground. The tiling format of NAIP imagery is based on a 3.75' x 3.75' quarter quadrangle with a 300 meter buffer on all four sides. The NAIP imagery is formatted to the UTM coordinate system using the North American Datum of 1983 (NAD83). The NAIP imagery may contain as much as 10% cloud cover per tile. This file was generated by compressing NAIP imagery that cover the county extent. Two types of compression may be used for NAIP imagery: MrSID and JPEG 2000. Target value for the compression ratio is (15:1). The NAIP imagery is available for distribution within 60 days of the end of a flying season and is intended to provide current information of agricultural conditions in support of USDA farm programs. For USDA Farm Service Agency, the 1 meter GSD product provides an ortho image base for Common Land Unit boundaries and other data sets. The NAIP imagery is generally acquired in projects covering full states in cooperation with state government and other federal agencies who use the imagery for a variety of purposes including land use planning and natural resource assessment. Aerial Services utilized Custom software and Delorme XMAP Software to create the flight planning for the film camera flights. The flights were flown at an average flight height of 20,000 feet above ground and scanned to a 1m gsd. The flights are centered on the DOQQs. This creates flights that are approximately 30% sidelap and 60% forward lap. Five planes were used to complete the flights on this project (Navahos and Cessna 310 aircrafts). All cameras have been calibrated in the last three years by the USGS. Calibration reports are available by request. Each flyer used Kodak 2427 Color Positive film for a 3 band image. All film was processed by HAS Imaging. Of the five aircrafts, two were equipped with full IMU Applanix and IGI AeroControl units while the other three captured ABGPS data using Trimble and Novatel DL-4+ units. The ABGPS data has an accuracy of .5 meter or better. The final processed ABGPS/IMU data for all flights is imported into the ASI database. During the upload, the data was compared to the USDA photocenter points. If the point is not within 152 meters of the photocenter, the frame is rejected and scheduled for a reflight. Once the film is processed, it is reviewed for accuracy including tone, cloud cover, tilt, and crab. Once it passes film review, the frames are labeled per the contract specifications. Scanning was completed at multiple production sites using one of the following photogrammetic scanners: Leica700, Vexcel4000, Vexcel5000, or Wehrlie. Only the frames that are centered on a DOQQ are scanned. A scanning rate of 24 or 25 microns is used. Each frame is reviewed for tones per the contract radiometric requirements. The aero-triangulation was completed with the ABGPS/IMU data only. Production sites take the scanned imagery into Intergraph Image Station Automatic Triangulation (ISAT). Pass-points and tie-points were generated between the frames of photography. Ground control was used along with ABGPS/IMU to meet the 6 meter accuracy for the project. Analysis of report documents as well as visual inspection of imagery frame overlaps were completed to ensure accuracies of the aero-triangulation. Ortho rectification was completed using Inpho OrthoMaster. A single frame was used for each DOQQ. No seamlining was done to create a DOQQ. Thirty Meter DEMs were downloaded Spring 2009 from the USGS Data Gateway website for use on this project. An initial review of the raw orthos against control points was completed at this stage. Eighty-nine control points were used as check control on the project. Of those, fifty-eight points were supplied by the USDA from the 2008 Minnesota NAIP project. The remaining points were collected from secondary sources in the project state. A final accuracy check was completed on the final DOQQS. The RMSE values were 1.79 meters. Once the data passed accuracy requirements, Inpho OrthoVista (4.4) was used for tone balancing of the data for county wide mosaics. Contractor made all attempts to match tone requirements of the project. Variations of the ground cover may cause some deviation from the specifications. ASI designed a batch routine to check and adjust the tones of each DOQQ to the desired tone values. DOQQs and CCMs were reviewed in either Erdas Imagine or ESRI ArcMap. Each data set was reviewed for tone, artifacts, seamline issues, and accuracy. Lizardtech GeoExpress (7.0.3) was used to create the CCM image file. Each mosaic was made with RGB bands and has an approximate 1:15 compression level. CCM metadata was created using Arcmap. A custom program was used to create seamline shapefiles. The DOQQs were stacked to create the mosaic. Each polygon was populated with the required attributes. CCM data was written to CD/DVD using Gear Software. DOQQs were transported on internal hard drives.
